How its done:

Using the centuries old silkscreen method which is much like stenciling, A stencil is applied to a polyester fabric mesh that is stretched over a rigid rectangular frame. Then, the ink is pushed with a squeegee through the open areas of the stencil. This produces an image on the fabric or garment.
